Pool Electrical: Why the Code Around Water Is the Strictest in the Book

The North Country pool season is short, glorious, and — precisely because it’s short — intensely used: the two hot months when every backyard pool from Plattsburgh to the Saranac valley runs its pump around the clock and holds a rotating cast of cannonballing children.

Which is the right frame for understanding something most pool owners have never been told: the electrical code’s pool section — Article 680 — is the strictest residential territory in the entire book. Stricter than kitchens, stricter than panels, stricter even than the dock rules we’ve written about. Every one of its requirements was written the hard way. Here’s what it demands, translated into plain language, and what it means for the pool you own or the one you’re planning.

Equipotential bonding: the invisible requirement that matters most

Start with the concept most pool owners have never heard of, because it’s buried under the deck: the equipotential bonding grid.

The physics problem it solves: a person in a pool is a conductor standing in water, potentially touching several metal things at once — the ladder, the rail, the water itself (which code treats as a conductive element, because it is). If any two of those things sit at even slightly different electrical potential — from a distant fault, a failing pump motor, or stray current wandering the neighborhood grid — the swimmer’s body becomes the bridge between them. In water, as we’ve written about electric shock drowning, it takes shockingly little current to matter.

The solution isn’t to eliminate every possible voltage — it’s to make sure everything a swimmer can touch is electrically tied together, so no two touchable points can ever sit at different potentials. That’s the bonding grid: a buried copper network connecting the pool shell’s steel, the deck’s reinforcement, the ladders and rails, the pump and heater, and the water itself via approved fittings — all made one electrical body. No difference in potential, no path through a person.

Here’s why this belongs at the top of the article: bonding is installed under the deck and around the shell, which means it happens during construction or not at all — retrofitting it later ranges from disruptive to impossible. If you’re building a pool, the bonding inspection is the single most consequential moment of the entire project, and it’s the reason pool electrical is not the corner to economize on. The concrete truck does not offer do-overs.

GFCI everything, and the circuits behind it

Above ground, the requirements are more visible and just as absolute:

Ground-fault protection on essentially everything pool-adjacent — pump circuits, heater circuits, lighting, and the receptacles serving the pool area. The same GFCI logic that guards your bathroom, tuned for the environment where it matters most. Pool-area GFCIs earn the same monthly test-button ritual as dock devices — they live outdoors, they age, and their job description is exactly the scenario you never want untested.

Dedicated, properly sized equipment circuits. A pool pump is a serious motor running long daily hours all season; heat-pump pool heaters draw more still. Each wants its own circuit, sized to the nameplate, with weatherproof disconnects at the equipment pad — and the panel-capacity check before the pool contract is signed, because a pool package plus a hot tub plus an EV charger is precisely how a 100-amp house discovers its limits mid-summer.

Distance and clearance rules governing how close receptacles, switches, and overhead lines may sit to the water — the unglamorous geometry the inspector will measure and the swimmer will never think about, which is the point.

Lighting under strict rules. Underwater lights are their own regulated category — modern low-voltage LED systems have made this far safer and far better-looking than the old line-voltage era — and deck and landscape lighting around the pool follows wet-location standards. Done well, pool lighting is the best thing that ever happened to a short season’s warm evenings.

The older pool question

Now the part aimed at everyone who bought their pool rather than built it: what’s actually under your deck?

Pools installed decades ago predate much of the modern bonding and GFCI regime, and unlike a house’s wiring, a pool’s can’t be assessed by looking around the basement. What we can do — and it’s an afternoon — is test what’s testable: verify GFCI protection exists and trips at spec on every circuit, inspect the equipment pad’s wiring and disconnects, check accessible bonding connections, and measure for the stray-current conditions that the whole system exists to prevent. Most older pools pass with a short fix list — a GFCI upgrade here, a corroded bond connection there. The ones that don’t pass are the reason we’d rather you know.

The prompt for that assessment, honestly, is the same as the dock article’s: if your pool’s electrical predates you, has never been tested, or delivers the occasional “tingle” that family lore has normalized — this is the summer to convert folklore into measurement.

Season notes for the pool you already trust

The maintenance rhythm, North Country edition: spring startup gets the GFCI test ritual and a look at the equipment pad before the pump’s first marathon; the season gets the monthly test buttons; fall closing gets circuits properly shut down alongside the plumbing winterization — and the pool equipment’s freeze-vulnerable controls are a fine addition to the freeze-protection portfolio if any of it winters wet.
